Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the positions of these parties, the report indicated.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the PVV, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
